The District shall suspend or revoke a permit to construct, repair, or abandon a well by written notices to the permittee under any of the following circumstances:
(2) Failure to comply with the provisions set forth in the permit;
(3) Violation of any provisions of these rules or Part III of Florida Statutes Chapter 373; or
(4) If construction, repair, or abandonment of the well as permitted would be harmful to the water resources.

(2) Failure to comply with the provisions set forth in the permit;
(3) Violation of any provisions of these rules or Part III of Florida Statutes Chapter 373; or
