The amount of any penalty calculated pursuant to Section 9554 or subdivision (b) of § 18116 of the Health and Safety Code shall be reduced by the amount of any offset implemented pursuant to § 10754 of the Revenue and Taxation Code, or any portion of the amount of that offset.
