This article shall be considered supplemental and additional to Sections corporation; appointment of incorporators, etc” class=”unlinked-ref” datatype=”S” sessionyear=”2020″ statecd=”AL” title=”9″>9-10-30 through state agency charged with responsibility of Department of Conservation and Natural Resources” class=”unlinked-ref” datatype=”S” sessionyear=”2020″ statecd=”AL” title=”9″>9-10-47 and to any and all other laws and confers sufficient authority in and of itself for the purposes set forth herein. It shall be liberally construed to effectuate its purposes of providing for and facilitating the development of an irrigation district or districts within this state.
