Whenever it shall come to the knowledge of the recorder or of the registrar of titles of any county that any of the provisions of this Act have been violated, it shall be his duty to notify the State‘s attorney of the fact, and the State’s attorney shall immediately institute proceedings, and prosecute the same to final judgment against the person offending.
