To provide for the expeditious and effective ongoing implementation of § 12-4.35 of the Illinois Public Aid Code, emergency rules implementing § 12-4.35 of the Illinois Public Aid Code may be adopted in accordance with Section 5-45 by the Department of Healthcare and Family Services, except that the limitation on the number of emergency rules that may be adopted in a 24-month period shall not apply. The adoption of emergency rules authorized by Section 5-45 and this Section is deemed to be necessary for the public interest, safety, and welfare.
This Section is repealed 2 years after the effective date of this amendatory Act of the 103rd General Assembly.
