The Attorney General, in consultation with legal, victims services, victim advocacy, and mental health professionals with an expertise in domestic violence, shall develop a prosecutor’s manual for Commonwealth’s Attorneys and county attorneys establishing the policies and procedures for the prosecution of domestic violence related crime. The manual shall be completed no later than January 1 after July 15, 1996, and revised by July
31 of every even numbered year which follows. The Attorney General shall distribute a copy of the manual to every Commonwealth’s Attorney and county attorney.
