A county which imposes license fees for revenue for purposes other than or in addition to common schools pursuant to KRS § 68.180 may, by resolution of the fiscal court, have created in the county the body corporate and politic authorized by KRS § 66.510 to KRS § 66.543. That body shall be called the “…. County Public Improvements Finance Board” (hereafter called board). The board shall have the powers and duties stated in KRS § 66.510 to KRS § 66.543 and all consistent powers granted by KRS § 273.171 to corporations governed by KRS
273.161 to 273.390.
