Urban-county governments created after July 15, 1988, shall not be governed by the provisions of KRS § 67A.320 to KRS § 67A.340 and 67A.360 to 67A.690. They shall continue any pension system which was in effect in the county or any city comprising the urban- county, but may close such system to new members in favor of participation in the County Employees Retirement System. If the urban-county adopts the provisions of KRS
78.510 to 78.852, employees in service on the date of participation shall be given the option to join the County Employees Retirement System, as provided for in KRS § 78.530 and KRS § 78.531.
