In the interests of the health, safety, and welfare of the general public and for the protection of the public health, the government is authorized and empowered, by ordinance, to mandatorily require the owners of all benefited properties to cause any improvements capable of the generation of wastewater situated on such benefited properties to be connected to the facilities of the wastewater collection project. Urban- county governments are authorized and empowered to covenant with the holders of bonds to order mandatory connection of all improved premises situated upon benefited properties to the facilities of a project financed pursuant to KRS § 67A.871 to KRS § 67A.894.
