The revenue bonds and interest thereon shall be payable solely from a special fund or account of the city, and from such revenues as may be pledged to be set aside therein from permissible sources, as authorized and provided in KRS § 82.140 to KRS § 82.165, and shall not constitute indebtedness of the city. It shall be stated plainly on the face of each bond that it has been issued under the provisions of KRS § 82.105 to KRS § 82.180, and that it does not constitute an indebtedness of the city within the meaning of the Constitution.
