Any city establishing or acquiring and desiring to maintain and operate a recreational project or projects under the provisions of KRS § 97.100 to KRS § 97.240 shall by ordinance provide for the appointment of a city recreational commission to operate and control the project or projects. The commission shall be a corporation with perpetual succession, and may contract and be contracted with, sue and be sued, have and use a corporate seal and alter and renew it at pleasure.
