Department heads and cabinet secretaries may accept any funds provided by the United
States government or any agency thereof for the purposes defined in KRS § 147.070 to
147.100. The state planning committee may allocate funds appropriated to the state planning fund to agencies for the purpose of matching federal funds which may be available for planning purposes.
