All moneys collected under the provisions of KRS § 149.610 to KRS § 149.680, including such as may be contributed or paid by the federal government or any other public or private agency, organization or individual, shall be placed in the State Treasury to the credit of a revolving, trust or agency fund account for use by the Energy and Environment Cabinet in carrying out the purposes of KRS § 149.610 to KRS § 149.680.
