The secretary shall establish the internal organization of the cabinet not established in
1974 Acts, ch. 74, and shall divide the cabinet into such offices or divisions as the secretary may deem necessary to perform the functions, powers and duties of the cabinet, subject to the provisions of KRS Chapter 12.
