The money collected under KRS § 180.020 to KRS § 180.250 shall be paid into the State Treasury and constitute the highway bridge fund. No part thereof shall be withdrawn from the Treasury, except for the purposes of refunding to the state road fund the cost of preparing plans, specifications, purchasing real estate, exercising the rights of eminent domain, issuing and selling of bonds, the payment for labor and material and all expenses necessary to begin the construction of a bridge, and all other purposes specifically set out or reasonably implied in KRS § 180.020 to KRS § 180.240, including the acquisition or building of bridges.
