Immediately following the qualification of the members and the organization of the board and the election of the director of health as herein provided for, the city, county, and board of tuberculosis hospital shall each turn over to the board for its sole use and benefit under KRS § 212.350 to KRS § 212.620 all unexpended and unencumbered taxes and moneys which have been collected under any levy, budget or appropriation previously thereto made for the respective health departments of the city and the county and the board of tuberculosis hospital; and thereafter the said city and county shall likewise pay over to said board all moneys which may be collected by said city and county on tax levies made and set up in their respective budgets or appropriations for said city health department, county health department and board of tuberculosis hospital prior to such time as said board is organized and takes over its duties as in KRS § 212.350 to KRS § 212.620 provided for.
