No person shall operate a community without having first obtained a permit as provided for in KRS § 219.310 to KRS § 219.410. An application for a permit to operate a community shall be made to the cabinet upon forms provided by it and shall contain such information as the cabinet reasonably requires, which may include affirmative evidence of ability to comply with such reasonable standards and regulations as may be prescribed.
