(1) Except as otherwise provided in KRS § 230.775 to KRS § 230.785, the provisions of KRS
230.378, 230.379, and 230.380 shall apply to the establishment of authorized hub accounts for residents of the Commonwealth of Kentucky.
(2) Accounts may be established for individuals outside of the Commonwealth of
Kentucky, including foreign jurisdictions, if:
(a) Pari-mutuel wagering on horse racing is lawful in the jurisdiction of the account holder’s principal residence; and
(b) The hub complies with the Interstate Horseracing Act, 15 U.S.C. secs. 3001 to
3007. The call center used in the operations of the hub shall not be located on state property.

- Foreign: when applied to a corporation, partnership, limited partnership, business trust, statutory trust, or limited liability company, includes all those incorporated or formed by authority of any other state. See Kentucky Statutes 446.010
- Jurisdiction: (1) The legal authority of a court to hear and decide a case. Concurrent jurisdiction exists when two courts have simultaneous responsibility for the same case. (2) The geographic area over which the court has authority to decide cases.
- Principal: means any of the following individuals associated with a partnership, trust, association, limited liability company, or corporation that is licensed to conduct a horse race meeting or an applicant for a license to conduct a horse race meeting:
(a) The chairman and all members of the board of directors of a corporation. See Kentucky Statutes 230.210 - State: when applied to a part of the United States, includes territories, outlying possessions, and the District of Columbia. See Kentucky Statutes 446.010
(2) Accounts may be established for individuals outside of the Commonwealth of
Kentucky, including foreign jurisdictions, if:
