§ 217. Definition. As used in this article, the following words and phrases shall have the following meanings:
1. "Retail mercantile establishment" shall mean a place where goods, wares or merchandise are offered to the public for sale.
2. "Restocking fee" shall mean any amount charged by a seller for accepting returned merchandise and paying a refund or credit.
