§ 119-d. Contracts. Any municipality authorized herein to construct and develop drainage facilities in excess of its own needs is hereby empowered to enter into contracts for such periods as it may deem necessary but not in excess of forty years. Such contracts may contain provisions for establishment and revision of charges for conveyance and disposing of storm water and other surface and sub-surface waters so collected and for adjudication of disputes.
