§ 17. Traveling navigation inspectors. The commissioner may appoint not to exceed three traveling navigation inspectors whose qualifications shall include a full knowledge of the navigation law and regulations established thereunder and a practical experience in the navigation of vessels. Such inspectors shall be employed for such periods of the year and at such rates of pay as the commissioner may deem necessary, and shall have the power to issue a uniform navigation summons and/or complaint for violations of the provisions of article four of this chapter which are applicable to vessels.
