§ 1605. Meetings. 1. The board shall meet at least once every three months. Special meetings shall be called by the chairman on his own initiative or upon the written request of two voting members. Ten days' written notice of the time, place and purpose of each meeting shall be given to each member of the board.

2. Four voting members of the board shall constitute a quorum to transact the business of the board. A majority vote shall be necessary for any action taken by the board except as provided in subdivision one of section sixteen hundred six of this article.
