§ 172. Certificate and permit requirement. 1. No person or persons shall engage in intrastate transportation as a common carrier of property by motor vehicle on any highway in this state or hold themselves out by advertising or any other means to provide such transportation unless there is in force with respect to such person or persons a certificate issued by the commissioner.

2. No person or persons shall engage in intrastate transportation as a contract carrier of property by motor vehicle on any highway in this state or hold themselves out by advertising or any other means to provide such transportation unless there is in force with respect to such person or persons a permit issued by the commissioner.
3. Applications for certificates or permits shall be made in writing to the commissioner, be verified under oath, and shall be in such form and contain such information as the commissioner by regulation may require. The commissioner shall provide for publication of a notice of the application to all interested parties.
