§ 344. Responsibility. 1. Each social services district shall be responsible for providing family assistance, under this title, to persons eligible therefor who reside in its territory. Temporary absence, within or without the state, of such persons from such territory, except as otherwise provided, shall not affect their eligibility for such aid.

- child: means a person under eighteen years of age, or a person under nineteen years of age who is a full-time student regularly attending a secondary school or in the equivalent level of vocational or technical training if, before such person attains age nineteen, such person may reasonably be expected to complete the program of such secondary school or training. 2. Aid shall be construed to include services, particularly those services which may be necessary for each child in the light of the particular home conditions and his or her other needs.
3. Each social services district shall administer the aid, care and services provided under this title, in accordance with state and federal requirements.
