(a) The governor shall designate a veterinarian member of the board as the presiding officer of the board to serve in that capacity at the pleasure of the governor.
(b) At the first meeting of the board each year, the board shall elect from its members any other officer the board considers necessary or convenient.

- Presiding officer: A majority-party Senator who presides over the Senate and is charged with maintaining order and decorum, recognizing Members to speak, and interpreting the Senate's rules, practices and precedents.
- Year: means 12 consecutive months. See Texas Government Code 311.005
