(a) The executive commissioner by rule shall adopt minimum standards for the investigation under § 261.401 of suspected child abuse, neglect, or exploitation in a facility.
(b) A rule or policy adopted by a state agency or institution under § 261.401 must be consistent with the minimum standards adopted by the executive commissioner.

- Jurisdiction: (1) The legal authority of a court to hear and decide a case. Concurrent jurisdiction exists when two courts have simultaneous responsibility for the same case. (2) The geographic area over which the court has authority to decide cases.
- Justice: when applied to a magistrate, means justice of the peace. See Texas Government Code 312.011
- Rule: includes regulation. See Texas Government Code 311.005
(c) This section does not apply to a facility under the jurisdiction of the Texas Department of Criminal Justice or the Texas Juvenile Justice Department.
