Terms Used In Texas Government Code 317.010

  • Appropriation: The provision of funds, through an annual appropriations act or a permanent law, for federal agencies to make payments out of the Treasury for specified purposes. The formal federal spending process consists of two sequential steps: authorization
  • Year: means 12 consecutive months. See Texas Government Code 311.005

Appropriations withheld under an order adopted and in effect under this chapter are not available for expenditure by a state agency in the second year of a biennium as unexpended balances from the preceding year’s appropriation, unless the money is released as provided in the order, the order expires, or the money is reappropriated by the legislature.
