Terms Used In Texas Government Code 2155.140
- Comptroller: means the state comptroller of public accounts. See Texas Government Code 312.011
- Contract: A legal written agreement that becomes binding when signed.
- Gift: A voluntary transfer or conveyance of property without consideration, or for less than full and adequate consideration based on fair market value.
The comptroller‘s authority does not apply to a purchase of goods or services from a gift or grant, including an industrial or federal grant or contract in support of research.
