(a) Subject to the availability of funds, the commission shall develop a comprehensive plan to provide information and training about the requirements of a managed care plan to recipients of medical assistance, providers of medical assistance, local health and human services agencies, and other interested parties in each service area in which the commission provides medical assistance through a managed care plan.
(b) The commission shall include in the comprehensive plan:
(1) information and training at regular intervals determined by the commission; and
(2) performance measures to evaluate the effectiveness of the information and training.
(c) In developing the comprehensive plan, the commission shall consult with the Medicaid medical care advisory committee.
