(a) This chapter does not authorize the practice of medicine as defined by state law.
(b) This chapter does not repeal, modify, or amend § 164.051, 164.052, 164.053, 164.054, or 164.056, Occupations Code, and a health maintenance organization is not exempt from those sections.
