On receipt of notice of intent to abandon or discontinue rail service served under 49 C.F.R. § 1152.20, as amended, the department shall coordinate with the governing body of a municipality, county, or rural rail transportation district in which all or a segment of the line is located to determine whether:
(1) the department should acquire the rail facility to which the notice relates; or
(2) any other actions should be taken to provide for continued rail transportation service.
