(a) In establishing a gas utility’s rates, the regulatory authority may not allow as a cost or expense an expenditure:
(1) described by § 102.154 that the regulatory authority determines to be not in the public interest; or
(2) for legislative advocacy.
(b) The regulatory authority may allow as a cost or expense reasonable charitable or civic contributions not to exceed the amount approved by the regulatory authority.
