1. The administrator shall direct and supervise all administrative and technical activities in accordance with the provisions of this chapter and with the administrative rules, policies, and procedures adopted by the board. The administrator shall do all of the following:

 a. Facilitate the initiation and supervise and administer the operation of the lottery games.
 b. Promote or provide for promotion of the lottery and any functions related to the division under this chapter.
 c. Prepare a budget for the approval of the director for activities of the division under this chapter.
 d. Require bond from such retailers and vendors in such amounts as required by the division.
 e. Report semiannually to the general assembly’s standing committees on government oversight regarding the operations of the division.
 f. Report quarterly and annually to the board, the governor, the auditor of state, and the general assembly a full and complete statement of lottery revenues and expenses for the preceding quarter, and with respect to the annual report, for the preceding year, and transfer proceeds to the general fund within thirty days following the end of the quarter.
 g. Perform other duties as necessary to administer this chapter.

  • Administrator: means the administrator of the Iowa lottery appointed pursuant to section 99G. See Iowa Code 99G.3
  • Board: means the board of directors of the Iowa lottery created in section 99G. See Iowa Code 99G.3
  • Contract: A legal written agreement that becomes binding when signed.
  • Director: means the director of the department of revenue or the director's designee. See Iowa Code 99G.3
  • Division: means the Iowa lottery division of the department of revenue. See Iowa Code 99G.3
  • following: when used by way of reference to a chapter or other part of a statute mean the next preceding or next following chapter or other part. See Iowa Code 4.1
  • Oversight: Committee review of the activities of a Federal agency or program.
  • state: when applied to the different parts of the United States, includes the District of Columbia and the territories, and the words "United States" may include the said district and territories. See Iowa Code 4.1
  • year: means twelve consecutive months. See Iowa Code 4.1
 2. The administrator shall conduct an ongoing study of the operation and administration of lottery laws similar to this chapter in other states or countries, of available literature on the subject, of federal laws and regulations which may affect the operation of the lottery and of the reaction of citizens of this state to existing or proposed features of lottery games with a view toward implementing improvements that will tend to serve the purposes of this chapter.
 3. The director may for good cause suspend, revoke, or refuse to renew any contract entered into in accordance with the provisions of this chapter or the administrative rules, policies, and procedures of the board.
 4. The administrator or the administrator’s designee may conduct hearings and administer oaths to persons for the purpose of assuring the security or integrity of lottery operations or to determine the qualifications of or compliance by vendors and retailers.
