Ohio Code 4713.63 – Restoring expired license
A practicing license, advanced license, or instructor license that has not been renewed for any reason other than because it has been revoked, suspended, or classified inactive, or because the license holder has been given a waiver or extension under section 4713.60 of the Revised Code, is expired. An expired license may be restored if the individual who held the license meets all of the following applicable conditions:

- Advanced license: means a license to work in a salon and practice the branch of cosmetology practiced at the salon. See Ohio Code 4713.01
- Cosmetology: means the art or practice of embellishment, cleansing, beautification, and styling of hair, wigs, postiches, face, body, or nails. See Ohio Code 4713.01
- Instructor license: means a license to teach the theory and practice of a branch of cosmetology at a school of cosmetology. See Ohio Code 4713.01
- Practicing license: means a license to practice a branch of cosmetology in a licensed facility. See Ohio Code 4713.01
- state: means the state of Ohio. See Ohio Code 1.59
(A) Pays to the state cosmetology and barber board the restoration fee established under section 4713.10 of the Revised Code;
(B) In the case of a practicing license or advanced license that has been expired for more than two consecutive license renewal periods, completes eight hours of continuing education for each license renewal period that has elapsed since the license was last issued or renewed, up to a maximum of twenty-four hours. At least four of those hours shall include a course pertaining to sanitation and safety methods.
The board shall deposit all fees it receives under division (B) of this section into the general revenue fund.
