Ohio Code 4765.09 – Recommendations for operation of ambulance and emergency medical service organizations
The state board of emergency medical, fire, and transportation services shall prepare recommendations for the operation of ambulance service organizations, air medical organizations, and emergency medical service organizations. Within thirty days following the preparation or modification of recommendations, the board shall notify the board of county commissioners of any county, the board of township trustees of any township, the board of trustees of any joint ambulance district, or the board of trustees of any joint emergency medical services district in which there exist ambulance service organizations, air medical organizations, or emergency medical service organizations of any board recommendations for the operation of such organizations. - Ambulance: means any motor vehicle that is used, or is intended to be used, for the purpose of responding to emergency medical situations, transporting emergency patients, and administering emergency medical service to patients before, during, or after transportation. See Ohio Code 4765.01
- Emergency medical service: includes such services performed before or during any transport of a patient, including transports between hospitals and transports to and from helicopters. See Ohio Code 4765.01
- Geriatric: means involving a patient who is at least seventy years old or exhibits significant anatomical or physiological characteristics associated with advanced aging. See Ohio Code 4765.01
- Pediatric: means involving a patient who is less than sixteen years of age. See Ohio Code 4765.01

(A) The definition and classification of ambulances and medical aircraft;
(B) The design, equipment, and supplies for ambulances and medical aircraft, including special equipment, supplies, training, and staffing required to assist pediatric and geriatric emergency victims;
(C) The minimum number and type of personnel for the operation of ambulances and medical aircraft;
(D) The communication systems necessary for the operation of ambulances and medical aircraft;
(E) Reports to be made by persons holding certificates of accreditation or approval issued under section 4765.17 of the Revised Code and certificates to practice issued under section 4765.30 of the Revised Code to ascertain compliance with this chapter and the rules and recommendations adopted thereunder and to ascertain the quantity and quality of ambulance service organizations, air medical organizations, and emergency medical service organizations throughout the state.
