- Quorum: The number of legislators that must be present to do business.
5. a. The board shall organize within 60 days after the appointment of its members and shall annually elect from its members a chairperson and a vice-chairperson, and may appoint a secretary, who need not be a member of the board. The board shall meet at least once a month and may hold additional meetings as necessary to discharge its duties. A majority of board membership shall constitute a quorum.
b. The board shall promulgate rules and regulations pursuant to the “Administrative Procedure Act,” P.L.1968, c.410 (C. 52:14B-1 et seq.) to effectuate the purposes of P.L.2023, c.237 (C. 45:5AAA-1 et al.). The provisions of sections 9 through 13 of P.L.2023, c.237 (C. 45:5AAA-9 through 45:5AAA-13) shall remain inoperative until the first day of the sixth month next following the promulgation by the board of the rules and regulations.
