- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. The county superintendents of schools shall distribute all copies of the “Michigan Manual” to the schools in their respective counties, as provided in section 30 of this act and insure that the copies are kept for the use of such schools. The secretary of state shall direct and oversee the prompt distribution of the documents and reports mentioned in this act, distribution of which is not otherwise provided for; and such documents and reports shall be shipped to the several county clerks and county superintendents of schools in the state, and be distributed by them to the persons within their respective counties entitled to the same, and until so distributed, they shall be carefully preserved by the county clerks and county superintendents of schools.
