- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. The department must examine and determine the genuineness, regularity, and legality of every application for an official state identification card, and may in all cases investigate as the department considers necessary or require additional information. The department must reject any application for an official state identification card if not satisfied of the genuineness, regularity, or legality of the application or the truth of any statement contained in the application, or for any other reason when authorized by law.
