- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. The state board of agriculture may provide suitable accommodations for class and demonstration rooms and such other facilities as may be necessary for research and the study of highway traffic safety problems and for the teaching of courses, the distribution of information and the conducting of demonstration programs relating to highway traffic safety wherever necessary.
