- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. The governing body of a city, village, township, or county in this state may raise and appropriate money for the purpose of fostering any activity or project which the governing body of the village, city, township, or county determines will advance the historical interests of the village, city, township, or county.
