Slaughter houses to have adequate water supply, sewerage and drainage—Any person or his agent who shall keep or maintain in any city or within 1 mile of the limits of any city or park, or within 30 rods of any highway or street car line, any slaughter-house, slaughter-yard or slaughter-pen or any other place for slaughtering or killing any animals, or for rendering dead animals, unless such place shall be supplied with an adequate supply of water for daily and constant flushing and purifying of the place, and with adequate sewerage and drainage for the speedy removal of all blood and other fluid refuse from such slaughtering, killing or rendering, shall be guilty of a misdemeanor.
     Nuisance—Any person or his agent in charge of any slaughter-house, slaughter-yard or slaughter-pen in or within 1 mile of any city or park, or within 30 rods of any highway or street car line, who shall dispose of any offal, heads, horns, hides or other portions of any dead animals in such manner as to be a nuisance, or contrary to the rules of the local board of health, shall be guilty of a misdemeanor.
