Connecticut General Statutes 10a-11j – Prohibition on withholding student transcripts from employers
(a) As used in this section, “debt” means an obligation, claim or sum that is due or alleged to be due to an institution of higher education from a student. “Debt” does not include a fee, if any, charged for the actual cost of providing a transcript to a student.

- Obligation: An order placed, contract awarded, service received, or similar transaction during a given period that will require payments during the same or a future period.
- Transcript: A written, word-for-word record of what was said, either in a proceeding such as a trial or during some other conversation, as in a transcript of a hearing or oral deposition.
(b) No institution of higher education in the state shall (1) upon receiving a request or permission to provide a transcript from a student who is currently or was formerly enrolled at such institution, refuse to provide a transcript to an employer or prospective employer of such student or to any branch of the military service of the United States because such student owes a debt, (2) condition the provision of a transcript to an employer, prospective employer or any branch of the military service of the United States on the payment of a debt, (3) charge a fee for the provision of a transcript to an employer, prospective employer or any branch of the military service of the United States that is higher than the actual cost of providing the transcript because such student owes a debt, or (4) use the provision of a transcript to an employer, prospective employer or any branch of the military service of the United States as a method to collect a debt.
