Not later than February 1, 2024, and annually thereafter, the Commissioner of Early Childhood shall submit a report containing recommendations for the appropriation of resources of the Early Childhood Education Fund, established pursuant to section 10-511, and any recommendations of the Blue-Ribbon Panel on Child Care, established by Executive Order Number 23-1 of Governor Ned Lamont, to the joint standing committees of the General Assembly having cognizance of matters relating to appropriations and education, in accordance with the provisions of section 11-4a.
