1. In all counties of the first class not having a charter form of government, the county commission may lease to any person any real or personal property and other facilities under the control of the county commission owned by the county for a term not to exceed fifty years.
2. The same procedures shall be followed by the county commission as are required in the purchase of property over five hundred dollars in value.
