All moneys collected by or through the director of the department of agriculture from fees, licenses, permits or other earnings under any law, other than the business of the Missouri state fair, shall be deposited daily in the state treasury to the credit of the agricultural fees fund, which shall be subject to appropriation by the general assembly.
