- State: when applied to any of the United States, includes the District of Columbia and the territories, and the words "United States" includes such district and territories. See Missouri Laws 1.020
The director shall also make and submit to the governor on or before the last Monday in January in each year, a report containing a full and complete account of the investigations, together with any other suggestions and recommendations he considers to be of value to the people of the state, which shall be laid before the next succeeding general assembly.
