Section 191. The commissioner may require a company to submit for his inspection copies of any policy form used by the company; a form of any rider, endorsement or application used in connection therewith, and copies of any circular or other advertising matter issued by it in the commonwealth. A company, or any officer or agent thereof who, within thirty days after receipt of a written request therefor, neglects or refuses to comply with this section shall be punished by a fine of not less than one hundred nor more than five hundred dollars.
