(1) The division shall:

- Contract: A legal written agreement that becomes binding when signed.
- division: means the Utah Division of Indian Affairs created in Section 9-9-102. See Utah Code 9-9-101
- Property: includes both real and personal property. See Utah Code 68-3-12.5
- State: when applied to the different parts of the United States, includes a state, district, or territory of the United States. See Utah Code 68-3-12.5
(1)(a) have all of the functions, powers, duties, rights, and responsibilities granted to it by this chapter;
(1)(b) staff those committees or boards as specified in this chapter; and
(1)(c) in accordance with policies set by state government, coordinate relations between:
(1)(c)(i) the state;
(1)(c)(ii) tribal governments;
(1)(c)(iii) other Indian groups; and
(1)(c)(iv) federal agencies.
(2) The division may:
(2)(a) contract with public and private entities to provide services or facilities;
(2)(b) acquire and hold funds or other property for the administration of the programs outlined in this chapter;
(2)(c) make rules in accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, that are necessary to carry out the duties of the division;
(2)(d) accept gifts, grants, devises, and property, in cash or in kind, for the benefit of Indians; and
(2)(e) apply or dispose of those gifts, grants, devises, and property received under Subsection (2)(d) for the use and benefit of Indians within the state.
