Terms Used In Utah Code 9-23-305

  • Commission: means the Pete Suazo Utah Athletic Commission created by this chapter. See Utah Code 9-23-101
  • Contest: means a live match, performance, or exhibition involving two or more persons engaged in unarmed combat. See Utah Code 9-23-101
  • Designated commission member: means a member of the commission designated to:
         (7)(a) attend and supervise a particular contest; and
         (7)(b) act on the behalf of the commission at a contest venue. See Utah Code 9-23-101
  • Director: means the director appointed by the commission. See Utah Code 9-23-101
  • Exhibition: means an engagement in which the participants show or display their skills without necessarily striving to win. See Utah Code 9-23-101
  • Jurisdiction: (1) The legal authority of a court to hear and decide a case. Concurrent jurisdiction exists when two courts have simultaneous responsibility for the same case. (2) The geographic area over which the court has authority to decide cases.
  • Licensee: means an individual licensed by the commission to act as a:
         (12)(a) contestant;
         (12)(b) judge;
         (12)(c) manager;
         (12)(d) promoter;
         (12)(e) referee;
         (12)(f) second; or
         (12)(g) other official established by the commission by rule. See Utah Code 9-23-101
  • Promoter: means a person who engages in producing or staging contests and promotions. See Utah Code 9-23-101
  • State: when applied to the different parts of the United States, includes a state, district, or territory of the United States. See Utah Code 68-3-12.5
  • Unarmed combat: means boxing or any other form of competition in which a blow is usually struck which may reasonably be expected to inflict bodily injury. See Utah Code 9-23-101
  • Venue: The geographical location in which a case is tried.
     (1)(a) The commission has the sole authority concerning direction, management, control, and jurisdiction over all contests or exhibitions of unarmed combat to be conducted, held, or given within this state.
     (1)(b) A contest or exhibition may not be conducted, held, or given within this state except in accordance with this chapter.
(2) Any contest involving a form of unarmed self-defense must be conducted pursuant to rules for that form which are approved by the commission before the contest is conducted, held, or given.
(3)

     (3)(a) An area not less than six feet from the perimeter of the ring shall be reserved for the use of:

          (3)(a)(i) the designated commission member;
          (3)(a)(ii) other commission members in attendance;
          (3)(a)(iii) the director;
          (3)(a)(iv) commission employees;
          (3)(a)(v) officials;
          (3)(a)(vi) licensees participating or assisting in the contest; and
          (3)(a)(vii) others granted credentials by the commission.
     (3)(b) The promoter shall provide security at the direction of the commission or designated commission member to secure the area described in Subsection (3)(a).
(4) The area described in Subsection (3), the area in the dressing rooms, and other areas considered necessary by the designated commission member for the safety and welfare of a licensee and the public shall be reserved for the use of:

     (4)(a) the designated commission member;
     (4)(b) other commission members in attendance;
     (4)(c) the director;
     (4)(d) commission employees;
     (4)(e) officials;
     (4)(f) licensees participating or assisting in the contest; and
     (4)(g) others granted credentials by the commission.
(5) The promoter shall provide security at the direction of the commission or designated commission member to secure the areas described in Subsections (3) and (4).

     (6)(a) The designated commission member may direct the removal from the contest venue and premises, of any individual whose actions:

          (6)(a)(i) are disruptive to the safe conduct of the contest; or
          (6)(a)(ii) pose a danger to the safety and welfare of the licensees, the commission, or the public, as determined by the designated commission member.
     (6)(b) The promoter shall provide security at the direction of the commission or designated commission member to effectuate a removal under Subsection (6)(a).
