(1) Except as provided in Subsection (2), Sections 17-27a-604.1 and 17-27a-604.2 do not apply until December 31, 2024.
(2) Sections 17-27a-604.1 and 17-27a-604.2 do not apply until February 1, 2024 for:
(2)(a) a specified county, as defined in Section 17-27a-408;
(2)(b) a county that is a voting member of the Wasatch Front Regional Council, including:
(2)(b)(i) Davis County;
(2)(b)(ii) Morgan County;
(2)(b)(iii) Salt Lake County;
(2)(b)(iv) Tooele County; and
(2)(b)(v) Weber County; and
(2)(c) a county that is a member of the Mountainland Association of Governments, including:
(2)(c)(i) Summit County;
(2)(c)(ii) Utah County; and
(2)(c)(iii) Wasatch County.
